On July 18, 1940, in the building of the Kalashnikov Exchange, a club was created for employees of the NKVD, later the Palace of Culture.
F.E. Dzerzhinsky (now the Cultural Center of the Main Internal Affairs Directorate of St. Petersburg and Leningrad Region). Over the course of 67 years of activity, the Palace has never stopped working. During the difficult period of the siege of Leningrad, the club was the only operating cultural institution in the city. There were clubs, a library, concerts and other events. In the 60-70s, the leading theaters of the country traditionally held their tours on the stage of the Bolshoi Theater Hall: Taganka with V. Vysotsky, the Academic Maly Theater of the USSR with I. Ilyinsky, V. Tsarev, A. Gribov, the Moscow Theater.

Over the past 5 years, People's Artist of Ukraine Nikolai Gnatyuk, David Goloshchekin, Z.A. have performed at the Dzerzhinsky Theater of Concert Hall.
